Seçil Sayın Kutluca

Seçil Sayın Kutluca is a senior legal expert at the securities market regulator of Turkey, Capital Markets Board. As a lawyer and a capital market specialist, she has extensive experience notably in market abuse regulation and corporate governance principles both in domestic and international standards aspects. Being a member of the OECD Corporate Governance Committee, she has conducted all international corporate governance initiatives of the CMB (2006-2015) and more recently, developed online corporate governance reporting platform for listed companies in 2017-18.
Since 2011, she is in charge of the Secretariat of the COMCEC Capital Market Regulators Forum. COMCEC is the economic cooperation committee for the Organisation for Islamic Cooperation and the mission of the Forum is to foster financial cooperation among capital market authorites from MENA, Eurasia and Asia regions. As one of the Forum’s initiatives, she is the project manager of the “Assessment of COMCEC Real Estate Securities Markets and Regulatory Landscapes for Strengthening Capital Markets” Project, seeking to promote product diversification and liquidity via a trading platform for the OIC countries’ financial markets.
She holds a Master’s degree in Law (LLM) from the City University Law School, London and a Bachelor of Law degree in Ankara University Faculty of Law. She is awarded for a UK FCO, Chevening scholarship program for a post graduate “Contemporary European Studies” program at the University of Birmingham.
